Most/All mach3 USB breakout boards are motion controllers which don't have built in stepper drivers. They need to be interfaced to external drivers, which isn't a very compact solution. Might be better off looking at generic 3d printer driver boards. RAMPS type that have a auduino and 3 or 4 built in stepper drivers. Interfaces via USB serial protocol. As far as I know there isn't any single USB motion controller that can interface to 16 stepper drivers. If your stepper motors are under 2.5amps, I would get 4 protoneer shields or similar. Each shield can hold 4 stepper drivers and has the pinouts to easily hook up 4 motors.
